The Mission of the NRCEV is to serve as a national EmComm Volunteer certification organization to promote and provide a valid, uniform process to assess the knowledge and skills required for competent practice required by amateur radio, and other, EmComm volunteers, and to maintain a public registry of individual operators and Communication Support Teams.
This mission statement encompasses many concepts. The federal government has defined “certification” as the process by which a non-governmental organization grants recognition to an individual who has met predetermined qualifications specified by that organization.”
Benefits
As the role of the EmComm Volunteer has evolved, a need for a means to formally and professionally demonstrate the dedication, willingness to serve, and skills & technical knowledge of these volunteers has developed.
Additionally, the National Integration Center (NIC) has issued NIMS Guide 0002 to establish a standard definition and criteria for credentialing requirements as they relate to personnel ordered as single resources or personnel assigned to teams. The NIC has also issued the NIMS Five-Year Training Plan, in February 2008 and the DRAFT NIMS Guideline for the Credentialing of Personnel, November 21, 2008, which will require position qualification for all emergency response personnel who respond to complex multi-jurisdictional incidents. This plan also recommends that stakeholders adopt the same qualifications and credentialing for service on smaller, day-to-day incidents.
Any process or procedure for certification/qualification must be uniform for all volunteers regardless of the organization they belong to, the agency they serve, or the area of the country in which they live. The best instrument to demonstrate these qualities is through a standardized certification process and an organization to administer it.
About Us
The National Registry of Certified EmComm Volunteers is registered as a nonprofit organization in the Commonwealth of Pennsylvania. The NRCEV is a 501(c(3) tax exempt organizations and donations to the NRCEV are tax-deductible for federal income tax purposes.
The NRCEV is not a membership organization. The NRCEV is an independent certifying organization; its goal is to serve existing volunteers and organizations.
The NRCEV programs are designed around the following concepts.
1. Certifications are voluntary. Not all volunteers would need or desire to meet these requirements in order to continue to be involved in EmComm activities. It is designed for those involved in EmComm who desire to be recognized a meeting a more “professional” standard and to be used to help facilitate meeting NIMS requirements for the use of EmComm volunteers for mutual aid purposes across jurisdictional lines.
